Didn’t they basically give it to everyone who has instagram? That would make the numbers inherently padded
While it uses your instagram account, it’s a separate app and you have to actually go through sign up to be on it. So while there is less of a hurdle, it’s definitely not anyone on instagram, only if you’ve actively signed up for it.
