I assume the law is to prevent people taking a new name and then running for office but the voters not being aware, which seems very reasonable and not at all bigoted to me.

In case it helps, when people say “same port” they are probably assuming (or should be) that means multiple systems are involved.
For example, running two Plex servers on different hardware, but exposing both to the outside internet as separate hostnames. Each computer can use the same port from their perspective, but the reverse proxy serves to route outside traffic to the right internal system (by IP address).
It sounds like you are looking to build custom, but just to provide an option I’ll recommend Synology. I use a DS418play and it does everything you mentioned and more.
Hardware acceleration for Plex requires it to be run as a Synology package but everything else is set up in Docker.
Another nice thing is their hybrid not-really-raid scheme allows you to mix drive capacity, which helps as you are starting out and not sure how much you need yet.
