It seems to me to be a win-win for Trump.

If he breaks the law but gets away with it - he’ll say he paid the troops. Americans are far more interested in results than the law.

If the courts stop him - he’ll either say “The courts stopped me!” or he’ll lie and say “The democrats stopped me!”
