You don’t need to see the content on the phone just identify individual phones there. They are accessing certain things you don’t need to see the message being transmitted to make your point.
How hard would it be to set up a stingray near these things and proxy the traffic?

good point! an IMSI catcher without MiTM capability would do the trick, you don’t need to decrypt traffic to have the intended effect
