Usually when a graph is this incompetently presented, it’s trying to push an agenda.
“But boss, I’m the public opinion poll graph maker. I can’t make the weather graphs!”

It’ll be a chilly 92°F on Wednesday so rug up
But it’s so comedically bad it would do the inverse, anybody that reads the 2 temperature readings will immediately counter intuitively question it.
