Is this the same Germany that thinks EU policy should be set by simple majority rule? Is it a different Germany? Did I miss something?
If the law targets Israel specifically then it might qualify as a sanction and require unanimity. However, if the law only specifies “territories which have been declared by the UN to be illegally occupied”, then a law which bans trade with such territories would be more of a general trade policy and be covered by qualified majority.
Wonder if the Heritage Foundation could be persuaded to have Trump try to pry Germany out of the EU? It sounds like the bloc might be healthier without them

Despite rejecting new sanctions, Wadephul echoed criticism of Israel’s settlement policy, saying it was not in line with international law.
He said Germany expected the Israeli government to take decisive action against violent settlers, adding that he had conveyed this message during a visit to Israel last week.
Why against “violent” settlers only? All the settlements are illegal.
And what are you going to do when the Israelis ignore the message you conveyed?
