Personally I kind of dislike how they’re used in the west. Peak individualism. Everyone goes out and wastes a bunch of money so they can compare economical dick sized with their neighbours in a pointless competition. The novelty is gone after the third boom, and it looks like shit, because nothing is coordinated.
I wish fireworks were only allowed to be used by professionals, and there was a tradition that each neighbourhood pooled its’ money together in order to hire someone to come and do a cool show instead. And then give the kids some tiny bombs so they can run off and have fun with that. But none of the rockets or anything.

I hate fireworks. I hate that other people’s idiot hobbies have to scare pets and wildlife.
Where I live, they’re not only competing for the number that they launch, but also who can make the loudest explosion. It’s asinine and I’m sick of it.
Tbh, I’m not sure the question of legality really even matters, apart from perhaps making them harder to get hold of. They’ve tried ‘just make it a little harder’ in various EU countries and it doesn’t stop the problem. Desperate idiots queue up to get hold of them, or smuggle them from other countries. It’s a bit like the ‘war on drugs’, only every time a rocket shoots up, it’s me and my pets that are shitting themselves.
